In 1984 the Southern right whale was declared a National Monument, maximum legal protection that Argentina can give to a species. According to the National Parks Adminsitration , natural monuments are areas, things, living species of animals or plants, of aesthetic, historic or scientific value, to which they are absolute protection.
This category also are among other animals, the Huemul, deer forest itself and the surrounding areas of the Andean region of Patagonia, was declared a national monument in 1996, the same year that the Andean deer, typical of the grasslands of the Argentine Northwest . All of these species achieved this category for the same reason, human ignorance, manifested in the form of indiscriminate hunting to the brink of extinction.
